O is for oracle
Given that I've drawn a couple of members of the birds of prey in this alphabet it should be of no surprise that I'd draw Oracle.
I couldn't really think of that many other heroes beginning with O, except owlman, owlwoman and Obsidian. And Obsidian is another member of the Justice society of america.
